General Description:

Under the direction of the Facilities Management Director, the Sustainability Program Manager is responsible for leading and coordinating the planning, development, implementation and evaluation of a comprehensive city-wide sustainability program. This position collaborates with City departments and public and private agencies to promote environmental best practices and serves as a resource to elected officials, City management and community groups to develop and maintain an environmentally sustainable community. ESSENTIAL JOB FUNCTIONS: •Develop and implement the City’s local climate action plan, working in collaboration with other city staff to implement new initiatives to reduce the city’s greenhouse gas and criteria pollutant emissions from city operations and the Winston-Salem community. •Develop baseline assessments of sustainability policies, practices, curriculum, and research and provide recommendations for policy and program improvements. •Provide support for strategic initiatives endorsed by city council and administration and assist with implementation of a City energy policy and conservation program. •Act as a team leader working with City staff to develop sustainability initiatives and assess their cost effectiveness, technical feasibility and implementation methods. Develop projects, tools, incentives, and instructional opportunities that facilitate implementation of desired changes. •Act as staff support for Community Sustainability Program Committee and is the lead staff member for the Interdepartmental Task Force. •Represents the City’s environmental interests at local, regional, state and national levels; develops and coordinates collaborative partnerships with government, non-profit and community groups in support of environmental initiatives; plans and organizes community events, conducts outreach to citizens and businesses and develops educational programs and materials. •Identifies and pursues environment funding, grant and loan
Requirements:
KNOWLEDGE, SKILLS AND ABILITIES: •Thorough knowledge of environmental conservation techniques and procedures •Thorough knowledge of the theory, principles, methods and practices of air resources and environmental conservation •Thorough knowledge of the laws, ordinances and regulations governing greenhouse gases and environmental efforts •Considerable knowledge of modern office methods, practices and equipment •Considerable knowledge of modern principles and practices of environmental and air resources improvement methods as applied to the construction and maintenance of public buildings •Considerable knowledge of cost benefit analysis •Working knowledge of computers and software programs •Knowledge of budgeting and contract procedures and techniques •Skills in effective communication, listening and interpersonal interactions •Skills in research, analysis, policy and procedure development, and report writing •Skills in time management, multi-tasking and project management •Ability to interpret and apply statutory requirements •Ability to communicate effectively both orally and in writing •Ability to prepare clear and concise presentations, reports to government officials and stakeholders, funding proposals and internal reports •Ability to set priorities and manage several projects simultaneously •Ability to work with shifting priorities and schedules and to adapt to changing project requirements •Ability to work independently and be a self-starter, and to work in a collaborative, team-oriented environment •Ability to establish,maintain and achieve consensus through effective working relationships with public sector management, employees, private sector, governmental officials and the public. EDUCATION AND EXPERIENCE: Bachelor’s degree or equivalent from an accredited college or university in environmental science, environmental studies, urban planning, public policy/administration, resource economics, or related field and two to five years e

Special Requirements:

Practical experience with sustainability projects desired. Familiarity with LEED and other residential and commercial ratings systems preferred. Certification as a LEED Accredited Professional desired but not required. Life cycle costing experience considered a plus. Grantwriting and knowledge of fund procurement mechanisms valuable.
